Lagos govt. declares 176 estates illegal, threatens sanctions

The Lagos State Government has declared 176 housing estates across the state as illegal developments for failing to obtain necessary layout approvals from the Ministry of Physical Planning and Urban Development.
These estates, predominantly located in Eti-Osa, Ajah, Ibeju-Lekki, and Epe Local Government Areas, were identified in a list released by the Office of Physical Planning..
According to Oluwole Sotire, Permanent Secretary of the Ministry, the affected developments contravened planning laws and pose a threat to the state’s goal of sustainable urban development.
He said, “These estates have been identified as illegal because they did not obtain layout approvals from the Ministry of Physical Planning and Urban Development.
 “The implication is that these developments compromise the sustainable physical environment and contradict the Lagos State Government’s development agenda, ” he added.
Sotire also noted that the move was not punitive but part of the Ministry’s ongoing responsibility to regulate urban growth and ensure orderly development across the state.
His words: “This exercise is a routine function of the Ministry. It is in line with our mandate to monitor and regulate the development of public and private estates in Lagos State.
“We have given a window for the promoters of these estates to submit their development proposals and planning documents to our office for proper processing and possible regularisation, ” he said.
Sotire further urged property developers to always seek proper approvals before embarking on estate developments to avoid sanctions and ensure their projects are in line with the Lagos State Development Plan.
A sample of the affected estates included Apple Shore Park in Akodo, Ibeju-Lekki; Beach Front Garden in Awojo, Ibeju-Lekki; Cedarwood Boulevard Estate in Okun, Eti-Osa; Cherry Blossom Estate in Oniru, Ibeju-Lekki.
Also affected are Dominion Garden & Parks in Bene, Ikosi; Floodgate Gardens Estate in Elerangbe, Ibeju-Lekki; Graciosa Global Estate in Ikegun, Ibeju-Lekki; Victory Park Estate in Ibeju-Lekki; Strawberries Garden in Ikota, Eti-Osa; Lakeview Estate on Orchid Road, Eti-Osa; Isimi Eden Phase I & II at Elegushi Junction.
Others are Eti-Osa; Dominion City Phase 1 on Eko-Ikoro Road, Epe; Grand Harbor Estate on Epe-Ikoro Road, Epe; and Lake View Park and Resort on Epe-Itokin Road, Epe.
The full list, which included well-known developments such as Victoria Crest, Pacific Abode, Orange Pavilion, and Lekki Palisade Garden, covers estates across a wide stretch of the fast-developing Lekki-Epe corridor.
The state government has in recent years intensified regulatory oversight in response to the uncoordinated expansion of residential and commercial developments, especially in emerging districts like Ibeju-Lekki and Epe.
Authorities maintain that failure to enforce urban planning regulations could lead to infrastructure deficits, environmental degradation, and flood risks.
Sotire assured that the government remained open to dialogue and legal regularisation for non-compliant estates that come forward promptly.
“This is not about stalling development,” he said. “It is about ensuring that development happens in a structured, sustainable, and legally compliant way, for the benefit of all Lagosians.”
