Forum calls for full financial autonomy for LG

The Forum of Heads of Local Government Administration in Nigeria (FOHOLGAN) has renewed its call for the full implementation of financial autonomy for local government areas across the country.

Alhaji Abdulrahman Marafa, FOHOLGAN’s National President, made the appeal during the organisation’s Fifth Annual/Delegate Conference held in Abuja on Wednesday.

The conference, themed “Sustaining Professionalism in Local Government Administration in Nigeria,” brought together technocrats and key stakeholders from all 774 local government administrations nationwide.

Marafa expressed deep frustration that local government autonomy continues to be politicized, despite the Supreme Court’s ruling affirming their right to financial independence.

He emphasised that direct funding to local governments is enshrined in the Constitution and should not be obstructed by political considerations.

“Local governments are being strangulated by state governments.

“They need financial autonomy to function effectively and deliver essential services to the grassroots,” Marafa said, adding that financially empowered local governments would be better positioned to execute developmental projects and improve the welfare of citizens.

Addressing concerns over alleged mismanagement of funds, the forum president dismissed such claims as baseless and lacking evidence.

He highlighted that many local governments have successfully executed multi-million-naira projects in infrastructure, education, and health.

Marafa also reflected on his three-year tenure, appreciating members’ support and teamwork, which he credited for key achievements, including enhanced collaboration with other organisations and increased participation in professional programs.

He encouraged incoming executives to uphold the mission and vision of the forum.

Osun State Commissioner for Local Government and Chieftaincy Affairs, Mr. Dosu Babatunde, echoed the call, urging state governments to prioritise the implementation of local government autonomy.

He decried delays in the release of funds since February, despite the Supreme Court ruling, stressing that such non-compliance undermines local development and prevents governments closest to the people from effectively serving their communities.

The conference also recognised outstanding local government officials through awards and welcomed new forum officials.

Speaking on behalf of the awardees, Mr. Christopher Maikalangu, Chairman of Abuja Municipal Area Council (AMAC), acknowledged the dedication of local government teams and highlighted their achievements in community infrastructure development.

The gathering underscored the critical role of local governments in national development and emphasized the need for financial independence to ensure efficient grassroots governance.
