Delta Assembly urges ministry to prioritise digital transformation

The Delta State House of Assembly Committee on Science and Technology has called on the Ministry of Science and Technology to ensure its programs and budgetary proposals align closely with the strategic priorities of the state government.
During a budget defence session at the Assembly Complex in Asaba, Hon. Achoja, Chairman of the Committee, underscored the importance of the exercise as a key feature of democratic governance, designed to ensure that public resources are allocated in ways that address the developmental needs of the state.
Addressing the Commissioner, Permanent Secretary, directors, and other senior officials of the Ministry, Hon. Achoja stressed that the Ministry’s policies and budgetary execution must be guided by Governor Sheriff Oborevwori’s MORE Agenda.
Representing Ethiope West constituency, Achoja explained that the pillars of the Agenda—Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security, we’re intended to serve as practical frameworks for all ministries, rather than mere slogans.
“The Ministry of Science and Technology occupies a central role in driving Delta State’s development, particularly at a time when global progress is increasingly anchored in technology, innovation, and digital transformation,” Achoja stated.
He added that for the state to remain competitive, strategic investments in innovation, ICT capacity-building, and technology-driven public service delivery are essential.
While assuring the ministry of the committee’s continued support, Achoja emphasised that such backing would be contingent on transparency, accountability, and adherence to the administration’s developmental priorities.
Responding, the Commissioner for Science and Technology, Odi Odigwe, reaffirmed the Ministry’s commitment to implementing the MORE Agenda and positioning Delta State as a hub of technological innovation.
He highlighted recent achievements, including an ICT empowerment program that trains selected youths in various digital skills, enabling them to become entrepreneurs and employers of labor.
The Commissioner also pointed to the establishment of an ICT/CBT centre in Onicha-Olona, which serves as a dedicated hub for skills development and technology learning.
Odigwe assured the Assembly that the Ministry will continue to pursue initiatives that not only align with the state’s developmental blueprint but also harness technology as a catalyst for sustainable growth.
