Cross River launches World Bank-backed maritime upskilling programme

Governor Bassey Otu of Cross River State has officially launched a maritime upskilling programme, supported by the World Bank, to enhance local skills and tap into Nigeria’s growing blue economy.
At the Calabar launch, Deputy Governor Dr. Peter Odey represented the governor, who noted that the initiative aimed to equip citizens for globally competitive roles in the maritime sector while leveraging the state’s extensive coastline to create jobs and promote sustainable development.
Governor Otu highlighted that the programme complements ongoing infrastructure projects, including the Bakassi Deep Seaport, which has secured $3.5 billion in investment pending presidential approval.
He also emphasised continued collaboration with the federal government and the World Bank to ensure maximum impact.
Professor Busayo Fakinlede, Senior Special Adviser to the President on Marine and Blue Economy, commended Cross River for its proactive stance on sustainable marine development.
He linked the initiative to national priorities such as youth empowerment, economic diversification, and food security.
World Bank Team Lead, Ms. Morales Yolanda, affirmed the institution’s commitment to provide funding and technical expertise.
Meanwhile, Ms. Melodie Lebo, Special Adviser on Blue Economy, explained that participants would acquire internationally recognised maritime skills, opening pathways to jobs, internships, and a skilled maritime workforce.
The programme represents a coordinated effort to strengthen Nigeria’s blue economy and build human capital in the sector.
