FG, states, local councils share N1.928trn Nov. revenue

The Federal Government, the 36 states and the 774 local government councils have shared a total of N1.928 trillion as revenue generated for the month of November 2025 from the Federation Account.

The allocation was approved at the December 2025 meeting of the Federation Account Allocation Committee (FAAC), which took place in Abuja, according to an official communiqué released after the meeting.

FAAC disclosed that the distributable sum was drawn from several revenue streams, including statutory revenue, Value Added Tax (VAT) and the Electronic Money Transfer Levy (EMTL).

Of the total amount shared, N1.403 trillion came from statutory revenue, N485.838 billion from VAT, while N39.646 billion was realised from EMTL collections.

The committee explained that total gross revenue available to the federation in November 2025 stood at N2.343 trillion.

From this figure, deductions amounting to N84.251 billion were made to cover the cost of collection, while N330.625 billion was set aside for transfers, interventions, refunds and savings, leaving N1.928 trillion for distribution among the three tiers of government.

A breakdown of the allocation showed that the Federal Government received N747.159 billion, while state governments collectively got N601.731 billion.

The local government councils received N445.266 billion, and N134.355 billion was shared among oil-producing states as 13 per cent derivation revenue.

Further details revealed that from the N1.403 trillion distributable statutory revenue, the Federal Government took N668.336 billion, the states received N338.989 billion, and local councils got N261.346 billion.

The 13 per cent derivation component of N134.355 billion was also paid to the eligible states from this revenue stream.

From the N485.838 billion distributed as VAT revenue, the Federal Government received N72.876 billion, state governments shared N242.919 billion, while local government councils received N170.043 billion.

The distribution of the N39.646 billion generated from the Electronic Money Transfer Levy saw the Federal Government receiving N5.947 billion, states getting N19.823 billion, and local councils receiving N13.876 billion.

FAAC also noted a decline in several key revenue sources during the month under review. Gross statutory revenue for November 2025 stood at N1.736 trillion, representing a drop of N427.969 billion compared to the N2.164 trillion recorded in October.

Similarly, VAT revenue fell to N563.042 billion in November, down from N719.827 billion in the preceding month, reflecting a decrease of N156.785 billion.

According to the committee, while excise duty recorded a modest increase during the month, major revenue lines such as Petroleum Profit Tax, Hydrocarbon Tax, Companies Income Tax, oil and gas royalties, import duties, CET levies, VAT, EMTL and other fees experienced significant declines.

The FAAC communiqué highlighted the ongoing volatility in government revenue, underscoring the fiscal pressures facing all tiers of government amid changing economic conditions and fluctuating revenue inflows.
