Zelensky urges Europe to seize Russian oil, build army

Ukrainian President Volodymyr Zelensky has called on Europe to confiscate Russian oil, intensify sanctions, and urgently establish a united European defence force, warning that the continent risks remaining weak and reactive if it fails to act decisively against Russian aggression.

Speaking at the World Economic Forum in Davos, Zelensky said Russian oil shipments funding Moscow’s war against Ukraine also undermine Europe’s security.

“Russian oil must be stopped, confiscated and sold for Europe’s benefit. If Putin has no money, there is no war,” he said.

He stressed that Europe cannot rely solely on NATO or the United States for protection.

“Today, Europe relies only on its belief that if danger comes, NATO will act. But what if it doesn’t?” Zelensky warned.

He renewed his call for a unified European military capable of defending the continent independently.

Zelensky criticised symbolic deployments, such as sending 40 troops to Greenland, and urged permanent bases and credible military capability to strengthen deterrence.

He cited Belarus as a cautionary tale, saying Europe’s failure to support pro-democracy movements allowed Russia to deploy missiles within striking distance of European capitals.

On sanctions, Zelensky acknowledged existing measures but said they were insufficient.

He urged Europe to match the U.S. in effectiveness, noting that Russian companies and missile components continue to support Moscow’s war machine.

Highlighting divisions among European states, Zelensky warned that fragmented leadership prevents Europe from acting as a true global power.

“Faith is not enough. Intellectual discussions cannot stop wars. We need action,” he said.

He reaffirmed Ukraine’s readiness to defend Europe’s shared values.

“Europe can and must be a global force — one that defines the future, not one that reacts too late,” Zelensky said, ending his speech with the words: “Thank you. Slava Ukraini.”
