Finland leads Nigeria digital services upgrade initiative

Finland has taken a leading position in a Team Europe initiative aimed at improving Nigeria’s digital public services and advancing the 3 Million Technical Talent (3MTT) programme.
The Finnish Ambassador to Nigeria, Sanna Selin, made this known in a statement released on Monday in Abuja.
Selin explained that the initiative, tagged “Support to Digital Public Services and Talent Management,” is valued at 23 million euros and is fully funded by the European Union.
She noted that the programme forms part of the EU-Nigeria Digital Economy Package under the Global Gateway strategy.
It is also aligned with Nigeria’s National Digital Economy Policy and Strategy (NDEPS) 2020–2030.
According to her, the project further reflects the strategic priorities of Nigeria’s Ministry of Communications, Innovation and Digital Economy for 2023–2027, in collaboration with the Federal Ministry of Communications, Innovation and Digital Economy.
Selin announced that Finland would spearhead the new Team Europe Initiative, which is designed to strengthen Nigeria’s digital public infrastructure and promote inclusive digital skills development.
She added that Finland’s development and training firm, HAUS, would coordinate the implementation of the initiative in partnership with Estonia’s Development Agency (ESTDEV), bringing together European expertise in digital governance and public sector innovation.
The envoy emphasised that the EU and its member states, through the initiative, aim to broaden access to secure, interoperable and citizen-focused digital public services.
She said the programme would also enhance institutional capacity and governance while supporting the rollout of the 3MTT programme.
According to Selin, the initiative is expected to improve service delivery across public institutions, boost citizens’ trust in government, and create new economic opportunities for individuals and businesses.
She highlighted Finland’s longstanding experience in secure digital governance, interoperability and citizen-oriented public services.
“By contributing this expertise to the Team Europe Initiative, we are committed to supporting Nigeria in building digital public systems that meet high EU standards,” she said.
Selin added that the collaboration would strengthen cybersecurity frameworks, improve data protection practices, and expand inclusive digital access for citizens and businesses alike.
She stressed that the partnership would help shape a transparent, trusted and innovation-driven digital future for Nigeria.
