Trump ends 11-week homeland security shutdown

U.S. President Donald Trump has signed a bill funding key Department of Homeland Security (DHS) agencies, bringing an end to a partial shutdown that lasted nearly 11 weeks.

The legislation restored funding for agencies including the Secret Service, Transportation Security Administration (TSA), Federal Emergency Management Agency (FEMA), U.S. Coast Guard, and the Cybersecurity and Infrastructure Security Agency.

However, it excluded immigration enforcement bodies such as Immigration and Customs Enforcement (ICE) and Border Patrol.

The shutdown was resolved after the Republican-controlled House of Representatives unanimously approved a Senate-backed funding bill, overcoming weeks of resistance from conservative lawmakers.

The vote came amid warnings that critical agencies were running out of funds, raising concerns over airport operations and national security.

The approved measure funds non-immigration DHS agencies through 30 September, covering the remainder of the 2026 fiscal year.

The agreement is seen as a political win for Trump and Senate Majority Leader John Thune, who pushed for quick passage without amendments.

House Speaker Mike Johnson acknowledged internal party tensions, saying Republicans delayed the bill to ensure immigration agencies were not left unfunded.

To address those concerns, Republican leaders are advancing a separate $70 billion plan to fund ICE and Border Patrol through a budget process that could bypass Democratic opposition in the Senate.

Funding for much of DHS had initially expired on 14 February following a budget standoff between Republicans and Democrats over immigration enforcement rules.

Democrats had pushed for stricter oversight measures, including judicial warrants for home entries by immigration officers, but talks collapsed without agreement.

Senate Majority Leader John Thune described the process as difficult, noting ongoing divisions within Congress over spending priorities and immigration enforcement.
