Fubara approves civil service promotion exercise In Rivers

Governor Siminalayi Fubara of Rivers has approved a new round of promotion for civil servants across the state, directing Ministries, Departments and Agencies to immediately commence internal processes for eligible staff.
The directive, contained in a circular issued by the Rivers State Civil Service Commission and signed by Permanent Secretary James Enebeli, requires MDAs to submit names of officers due for promotion between January and July 2026.
The exercise would cover workers on Grade Levels 07 to 15, while those retired, due for retirement, or facing disciplinary cases are excluded.
The commission further instructed MDAs to forward both hard and soft copies of recommendations, including completed Annual Performance Evaluation Reports, in line with approved guidelines.
Submission must also be made in Microsoft Excel format via USB flash drives clearly labelled with ministry names.
The commission set May 31, 2026, as the deadline for all submissions, warning that late entries will not be accepted.
It added that the exercise is designed to facilitate promotion interviews within the approved promotion cycle.
The approval followed recent efforts by the state government to settle outstanding promotion arrears owed to workers, alongside broader welfare measures.
These include the recruitment of 1,000 teachers into public schools and ongoing plans to employ additional health workers to strengthen service delivery across Rivers State.
