AfDB names Keyamo aviation transformation champion

 

The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, as the Champion of the Integrated Aviation Transformation Programme for Africa (IATP).

The appointment was communicated in an official letter signed on behalf of the bank by Mike Salawou, underscoring Nigeria’s growing role in shaping aviation financing and infrastructure development across the continent.

According to the AfDB, Nigeria has demonstrated exceptional commitment during the early phase of the programme, which is designed to transform Africa’s aviation industry into a major driver of economic growth, regional integration, and investment expansion.

The bank praised the Federal Government for taking proactive steps toward the implementation of the aviation transformation initiative.

It stated that Nigeria had successfully completed the IATP country survey, advanced work on its country compact, and identified major opportunities for aircraft financing within the aviation sector.

The AfDB described the Integrated Aviation Transformation Programme as a strategic platform aimed at mobilising private and institutional investment into Africa’s aviation industry while reducing financial risks associated with the sector.

According to the bank, Nigeria’s level of participation positioned the country among the leading partners driving the programme.

“Nigeria’s engagement has been exemplary,” the bank stated.

“The Federal Government has completed the IATP country survey, advanced initial work on the country compact, identified concrete opportunities to finance aircraft in Nigeria, and is actively exploring the creation of a Nigerian aviation financing platform.”

The bank further noted that the Ministry of Aviation and Aerospace Development had shown strong leadership and vision throughout the process.

“This level of commitment positions Nigeria as one of the IATP’s foremost country champions, and the Bank is deeply grateful for your Ministry’s leadership and vision,” the statement added.

As part of his new role, Keyamo is expected to champion aviation financing reforms and promote deeper collaboration between African governments, investors, airlines, and development institutions.

The AfDB said the minister’s appointment would help strengthen efforts aimed at creating sustainable aviation financing structures across the continent.

The bank also invited Keyamo to participate in a high-level side event during the 2026 Annual Meetings of the African Development Bank Group.

The event, titled “Platform Solutions for Africa’s Transformation: De-Risking Aviation and Health Systems through Innovative Finance,” is scheduled to hold on May 28, 2026.

It would be hosted by the President of the African Development Bank Group, Dr Sidi Ould Tah.

According to the bank, Keyamo’s participation will provide Nigeria with an opportunity to present its aviation transformation agenda before development partners, investors, regulators, and global stakeholders.

The AfDB also revealed that Keyamo would play a significant role in shaping the aircraft finance pillar of the programme.

This includes ongoing efforts to establish a Nigerian aviation financing platform that could eventually serve as a model for other African countries seeking to strengthen their aviation sectors.

The initiative is expected to address longstanding financing challenges faced by African airlines and aviation operators, particularly in accessing aircraft acquisition funding and infrastructure investment.

The bank stated that Keyamo’s leadership as IATP champion would further strengthen partnerships aimed at accelerating aviation integration across Africa.

The AfDB announced that Nigeria would also participate in the signing of the IATP Nigeria Country Compact, which it described as a major milestone in the programme’s implementation process.

According to the bank, the agreement will formalise Nigeria’s role as a founding country partner of the initiative and signal the transition from planning to full implementation.

“Following the discussion, we warmly invite you to attend the signing ceremony of the IATP Nigeria Country Compact,” the bank stated.

“It marks the transition from strategic engagement to country-level implementation.”

The AfDB added that Nigeria’s early commitment to the programme had already established a benchmark that could inspire other African nations to participate more actively.

The bank further expressed optimism that Nigeria’s involvement would help usher in a new era of aviation financing and sectoral growth across the continent.

“The African Development Bank looks forward to welcoming you and to celebrating Nigeria’s leading role in shaping a new era for aviation finance in Africa,” the statement said.
