In every democracy, leadership is best measured by verifiable records of service, not political rhetoric. While critics may question Rt. Hon. Victor Ochei’s credentials, the facts from his years in public office tell a different story.

His experience is practical, tested and documented. It is rooted in legislative leadership, institutional reforms, policy development and measurable contributions to governance.

Victor Ochei served as Speaker of the Delta State House of Assembly from 2011 to 2014, one of the most strategic and demanding positions in government.

As Speaker, he was more than a presiding officer. He coordinated legislative business, managed debates, built consensus, guided policy formulation and supervised the passage of laws affecting millions of Deltans.

A RECORD OF LEGISLATIVE ACHIEVEMENT

Under Ochei’s leadership, the Assembly debated and passed critical legislation that strengthened governance, improved security, enhanced education and supported development across Delta State.

Delta State Appropriation Bills (2012, 2013 and 2014)

The Assembly passed annual budgets that funded infrastructure, education, healthcare, agriculture, security and social services across the state.

Delta State Anti-Kidnapping Bill
This landmark legislation strengthened legal mechanisms for combating kidnapping and related crimes.

It reflected the Assembly’s commitment to protecting lives, property and public confidence in security.

Delta State Education Marshal (Edu-Marshals) Bill
Recognising education as a foundation for development, the Assembly enacted the Education Marshal Law to reduce truancy, improve attendance and promote discipline among school-age children.

The initiative became a significant intervention in strengthening the state’s educational system.

Delta State Security Trust Fund Bill
The legislation established a legal framework for supporting security agencies and enhancing public safety through collaboration between government and the private sector.

Delta State Local Government Administration Bill
This bill strengthened local government administration, improved grassroots governance and enhanced service delivery at the community level.

Public Officers Remuneration, Salaries, Allowances and Gratuities Bill
The law provided clear guidelines for public officers’ remuneration and benefits, promoting transparency, accountability and sound fiscal management.

Appropriation Amendment Bills
The Assembly demonstrated responsiveness by amending budgets when necessary to accommodate emerging development priorities and urgent government obligations.

His experience is not a promise for tomorrow. It is a documented history of performance and achievement.

The Anti-Kidnapping Law, Education Marshal Law, annual appropriation bills, security reforms and accountability-driven legislation remain enduring evidence of tested leadership.

For Delta North and Delta State, the question is no longer whether Victor Ochei possesses the capacity to serve.

The evidence from his years in public office has already answered that question.

The real challenge is how best to deploy his wealth of experience, legislative knowledge and leadership competence for the benefit of the people.
