Enebeli proposes one-stop centre to boost Delta investment

A Senior Advocate of Nigeria (SAN), Chukwudi Enebeli, has called for the creation of a one-stop investment support centre in Delta State to simplify business processes and attract more local and foreign investors.

Enebeli made the proposal during a panel session at the Delta State Economic and Investment Summit in Asaba, where he said attracting investors requires more than promotion.

He added that it required a strong support system that helps businesses navigate legal, financial and regulatory requirements.

He explained that the proposed centre would serve as a single platform where investors can access professional guidance from legal experts, financial advisers, land administration specialists and relevant government agencies.

According to him, many investment projects suffer delays and unexpected costs because investors are not fully aware of statutory requirements before starting operations.

“The question is not when an investor needs a lawyer. The question is how early they need one, and the answer is now,” Enebeli said.

The SAN identified key areas where investors often require support, including land acquisition, building approvals, environmental regulations, tax obligations and compliance with anti-money laundering rules.

He said early access to expert advice would help prevent avoidable challenges, improve investor confidence and make Delta State a more attractive destination for business.

Enebeli also urged the state government to ensure that qualified Delta professionals are actively involved in investment transactions, including legal documentation, property deals, financing arrangements and public-private partnerships.

He said greater participation of local professionals would strengthen the state’s economy, create jobs and ensure that more economic benefits remain within Delta.

Beyond investment guidance, Enebeli recommended that the proposed facility should provide access to alternative dispute resolution services such as arbitration and mediation.

He said efficient resolution of commercial disputes would allow businesses to operate with greater confidence without unnecessary delays from prolonged legal battles.

The legal expert called for cooperation between government, private sector players and other stakeholders to build an investment environment that protects businesses and encourages sustainable economic growth.

He said a well-structured investment support system could position Delta State as a preferred destination for investors seeking stability and ease of doing business.
